My '91 2.8l will do this too although it usually does not blow the cap or steam or spit coolant but stays just below these fun activities. Main problem is that this thins your oil and oil pressure drops (at least this has been my experience). My mechanic buddies (they used to run the Baja 500 in the good ol' days) says just slow down, dump a gear, up the RPMs and give up trying for speed for cooler running and you should be okay. I drive the mountain roads around here in So Oregon and this works fine, just don't let your Trooper get mistaken for a VW minibus...
Relax, slow down and enjoy the scenery.
