96 vintage diesel fuel problems

My 96 diesel is getting air into the injector pump making it hard to start. Have fitted new hand priming pump, fuel appears to be siphoning back to tank. This happens as soon as engine is turned off. Any suggestions?

You may have a hole in the pickup tube in the tank above the fuel
