Fuel issue with diesel 2.2

Default Fuel issue with diesel 2.2

New to Isuzu, but am a veteran of diesel engines.
I am having difficulty keeping my P'up running. It first stalled coming up my steep driveway. I only showed 1/4 tank of fuel and I thought maybe I ran it out coming up the hill. 5 gallons later and I can still only get it to idle at extremely low RPM. Starting fluid is needed to get it running and then it has minimal throttle response. The fuel filter is about 3 weeks old and nothing comes out of the water separator portion when it is opened.

Is there a fuel pump in the tank or somewhere between the fuel tank and filter??

It is acting like it is starved for fuel so that is the direction I'm going. If this is a different kind of problem - I am all ears.
