vibration, shake

I have a 2002 Trooper, when I'm cruising at 40 I can feel vibration and minor shake below my feet? I'll start by having my tires rotated and checked for correct balance. Any other ideas from anyone?

I bought new tires and it still shakes and vibrates a little when cruising at 38-40 uphill.
