Is your trooper a dohc or a sohc, if it is a dohc it may not be the rocker it may be the chain tensioner in the front of the cylinder head each head has a chain running the cams, Is it making a tapping noise? If it is on a sohc the rocker arms and shafts are worn, you can try, 3 things change the oil and on one oil change use 0w-30 mobile one sync, or try 5w-40 rotella diesel oil, or the expensive way replace the rocker arms and shafts

How did you diagnose a "rocker hanging up", did you pull the cover, check compression or what? Is it just one rocker, or are you just assuming, and based on what? Are you sure that is case, as several rockers are affected by cam timing chain problems, usually not just one......or am I wrong?

usually there are several rockers that are noisy, with the amount of work you would have to do its better to change them all, then try to piece it together and have to go back later
