**update: replacing the fuel pressure regulator seems to have solved the problem, for now. It still doesn't want to start immediately and still doesn't like hills, but it's got more "go" to it and doesn't feel like it's struggling as much when putting on the gas. So far, no more check engine light *fingers crossed*

I have a 1994 SOHC Trooper which is my first car, I've had it for about 3 years now and I love that car to death. The check engine light keeps coming on and then shutting off recently and I'd like to understand why so I can fix the problem. Driving highway speeds (over 60mph) seems to trigger it, but not consistently. It's honestly pretty random. It usually takes it awhile to start too, sometimes it will start right up without a problem though. It always smells rich at first and always has a bit of a hard time getting up hills unless I floor it before getting to the incline which leads me to believe it's probably a fuel related problem, but I am not a mechanic so idk lol. I've been told it could be an O2 sensor or fuel regulator issue. I can't really afford to just throw parts at it until the problem is solved, so any input would be helpful.

I don't know if it could possibly be related but another issue it was having was driving through puddles, and I don't mean water deep enough to submerge anything important, just regular inches deep puddles. After driving through water too fast, it would start to sputter and lose power, it would struggle for awhile until it would clear up on its own and be fine again. It literally only happens after going through water fast enough to make a splash. I haven't had that happen in awhile since I've learned to avoid or at least creep through puddles though.
