1989 Trooper not getting gas

We have a V6 1989 Trooper that is not getting gas. It will run fine when
starting fluid is sprayed into the carb, then quits when it runs out of that.
The gas gauge shows half a tank, and I added a can of gas to be sure. I've
poked around on the internet to learn more. There are so many things that
could be the problem. One hint is that it ran fine before it was parked for the
summer. When we tried to start it about 10 weeks later it's not getting gas.
What would sitting for 10 weeks have most likely affected to keep it from
getting gas? I looked in the fuse box next to the battery. It has loops of wire
instead of the small fuses I expected to see, or are the fuses below those
wires? If those wires are fuses, how can I tell if one to the fuel pump has
blown? Any thoughts will be much appreciated!
