2000 rodeo 2.2 starts but revs go sky high

Default 2000 rodeo 2.2 starts but revs go sky high
What would cause that to happen?
i turn the car over and it starts , but revs go up like crazy , so i turn her right off.

could the cams be swapped to the wrong side and cause this?
