Default 2001 Rodeo EGR trouble, 2.2l

Hi every one, I have a 2001 Rodeo with a 4 cyl 2.2L automatic trans. I am out of my mind with the check engine light on this thing. In the last year, I have replaced or repaired: New head, new exhaust, catalytic converter, egr valve twice, both o2 sensors, map sensor, gas sending unit in tank, cam position sensor, plugs & wires, water temp sending sensor, and a new exhaust manifold. Phew I'm exhausted just typing all of that!! However, I still have the engine light on and my code computer tells me the egr is not reading enough recirculating exhaust. Can anyone shed some light on this as to where else to turn or what to do? When I changed the head, I made sure all of the holes and ports where completly cleaned, so I know that isn't pluged. I just don't know what else I can look to. Thanks for your help
