Sometimes the latch and cable get gummed up and won't release when you pull the release lever. Have you tried having somebody lifting the hood while you pull on the release lever. Sometimes I had to lightly tap onthe hood where the latch is with my fist while someone pulls on the release lever. When you get the hood open, make sure that you lube the latch and cable.

Make sure to check your hood stops. They will turn themselves down with normal vibration and will not push up on the hood when you pull the release cable. The best way to check the adjustment is look at the hood and fender with the hood shut, they should be even . If the hood is lower it will cause your concern. To adjust, just turn the stops up slightly then recheck the alignment. This should allow the hood to release properly .
