Default engine chokes past 3.5k rpm

ok so i have an 88 trooper II. when i take the rpms to 4k in any gear the engine will sputter and choke as soon as i let off the gas to shift. it never dies it just chokes for awile. the engine is the 2.6 fi, it doesnt leak any fluids. im pretty sure it burns a little oil, and my water is going ......somewhere, very slowly though. it had new plugs, wires, rotor and cap installed 10k mi ago as was as a valve adjustment at the same time. there are some weak vacume lines i havent addressed yet, and there is one vacume line i cant figure out where it goes. it is connected to the top of the intake manifold. all the vacume diagrams ive looked at dont even show this line. sooo ya any help would be appreciated.
