Question 01 Rodeo Horn Fuse Keeps Blowing

I have a 01 Rodeo that the horn fuse keeps blowing. When I replace the fuse the horn works fine until a few minutes later the fuse blows. I tried to hook up my scan tool to see if I get any error codes but the OBD connector has no power going to my scan tool.

CAN SOMEONE PLEASE HELP?

Does the fuse just blow on its own or only when you use the horn?
Have you tried disconnecting the horn?
There are other things on that fuse as well, the problem could be there
Could also be a problem in the wiring harness.

the fuse blows out on its own. Before the fuse blows the horn works fine.
