Exclamation trooper / bighorn over revving 3.1d

Hi,
I am looking at buying a 1996 trooper / bighorn 3.1d .
it has one problem . when it starts, it revs to maximum rpm and has to be shut done quickly . . It does this with out touching the accelerator .
it is a 4jg2 with electronic fuel injector pump.
the problem happened "suddenly " for the current owner and had to be stopped by running onto the road side and shutting down .
the engine has down 245k .

whats going on ?

Bighorns are RHD and the accelerator cable is likely sticking. Also, there is an adjustable starter rpm **** and exhaust brake for cold starts that may be possible culprit but likely the accelerator cable.

Be aware that lube oil can also cause a diesel to overspeed. Here in Costa Rica a car inspection station will fail a diesel-powered vehicle if the lube oil reads high on the dipstick just because of the rare cases where a failing oil seal results in oil getting into the air intake. One possibility could be the turbo bearing oil seal failing. Rare but, it does happen.
