trooper / bighorn over revving 3.1d

Hi,
I am looking at buying a 1996 trooper / bighorn 3.1d .
it has one problem . when it starts, it revs to maximum rpm and has to be shut done quickly . . It does this with out touching the accelerator .
it is a 4jg2 with electronic fuel injector pump.
the problem happened "suddenly " for the current owner and had to be stopped by running onto the road side and shutting down .
the engine has down 245k .

whats going on ?
thanks
les

Bighorns are RHD and the accelerator cable is likely sticking. Also, there is an adjustable starter rpm knob and exhaust brake for cold starts that may be possible culprit but likely the accelerator cable.

Be aware that lube oil can also cause a diesel to overspeed. Here in Costa Rica a car inspection station will fail a diesel-powered vehicle if the lube oil reads high on the dipstick just because of the rare cases where a failing oil seal results in oil getting into the air intake. One possibility could be the turbo bearing oil seal failing. Rare but, it does happen.
