My lil bro has a 96 trooper that has a lifter tap....what I am wanting to know is are they ajustable or not.... if not what should I do to help him fix this?

no they are not adjustable, the problem is the lifter oil hole are small and tend to get a varnish on the inside the only to properly fix it is to replace the rocker arms and the shafts, the rocker arms have the lifters in them, the only other way which you can try is to use 5w40 rotella diesel oil, it has a large amount of detergents in it and can clean some of the varnish up, if it were mine I would use the oil first because the parts to fix are high in cost.

i,ve never tried 5w40 mastertech......that would be a good idea ,forgot all about rottella T .myself an the guys at the dealer used 0w20.sometimes it works sometimes not,guess it depends on how worn the valvetrain is.lucas oil treatment does pretty good also

Isuzu service says that 0w30 mobil 1 is thin enough to clean and lubricate the lifters and oil passages. I think on an older engine the Rotella is a good idea AFTER trying a lighter oil and CD2, Rislone or similar engine cleaner. I worry a little about lubrication, especially when cold, with the heavy oil and dirty lifters.
