Can anyone tell me how to remove the spare tire from a "99 Rodeo.

Don't have an owner's manual.

I see what I think is the hole between bumper and tailgate area of body to insert tool to wind the cable lift, but have no idea as to the size shape or length of the tool. And of course it is missing from my vehicle.

normally they are a rounded sort of tool but you should be able to undo it with steel rod about 3/8 in diameter with a roll pin vertically throught the end of it no longer than a inch either side i would think though. and probably make the whole rod about a meter or so long with a socket welded on the end to put a ratchet in and you should be fine
