Default Removing inner fender liner (how to do) to change my washer pump motor

My washer pump won't work. The wipers work, so it's not the fuse. Disconnecting the line from the sprayers don't work, so the sprayers aren't clogged. Plus there's no sound with the engine off and trying to use the washer spray.

The mechanic's manual pdf that everyone has here says... "Remove the fender inner liner (right side)". Now how do you do this? I can't see a way in doing this. If there's another page that refers to this, please let me know.

eg...

8C-3 ... "Remove three screws and nine clips to remove the fender inner liner"

ok, the Trooper section of the mechanic's manual shows the inner liner to be in the wheel well. That's a start. If any of you have any pointers, let me know. Thanks.
