Anti lock brakes are stuck on..... like always pulsating

Anti lock brakes are stuck on..... like always pulsating
What is causing this? I hate it!!

Anti lock brake light is one, so is brake light.....
EDit: Unplugged module so I guess maybe rotors are warped? common issue? Hard task? Rotor over hub?
