ABS light and parking brake light on

Default ABS light and parking brake light on

I have a 97 Isuzu Rodeo, 4 cylinder, 215,000 miles and the ABS and Brake light have been on for over 5 years, no one can fix it. I noticed that the rear wheels seem to lock up when you have to slam on the brakes causing the car to skid badly. Question I have is in the engine compartment in the fuse box I noticed (2) 15 amp fuses listed and none in there and a 40amp small square fuse listed and its empty. Should there be fuses in there? Is that why this system dosent work? Also, can you disable the whole ABS system by unplugging the sensor on the rear differential to reverse the wheels locking up in the rear? Any help would be greatly appreciated.
