85 diesel bump up timing from 13 to 15 degrees??

85 diesel bump up timing from 13 to 15 degrees??

I have a Calif emission pup at 13 degree timing. How hard is it to bump up to 15 degree? Has anyone else done this and noticed an improvement in power and/or mileage? I'm replacing all the water hoses, belts and adjusting valve lash so everything is apart.
