A reverse lookup can be carried out for free, but the information may be very limited and unreliable. Though, they share almost the same kind of user-interfaces with the paid ones; their databases are far from meeting requirements. They gather their records from public directories and membership websites. That is why customers are restricted to listed numbers; and this is not good enough if you are tracing a cell phone caller.

For GSM phones like Nokia, Sony Ericsson, Samsung, you can use a mobile tracker software like Spybubble. It's a popular app that supports tracking on Android and Blackberry smart phones as well.
