Default Isuzu trooper - need your help

Hi, everyone! I need your opinion in price on ISUZU TROOPER. My neighbour offered me a car - Isuzu Trooper(1993, 200 000 mileage) for $1200. Car looks very good, but still there are some problems:
1) It has only heating system working(AC is off and I live in Florida)
2) When the speed is more then 50 miles per hour the car starts to quiver a little bit.
3) There is a problem with the turns-(sometimes you have to push the **** several times before light show up that you are turning it has to be fixed.
I mostly need a car to get to job (6 miles from my house) and back home, maybe once in while to use it on highways. I only need it for 6-12 months of use.

So, the question is

Should I take a car at this price or is it too risky?
The second question - what problems and repair cost regarding the facts I described above?

I'll be very grateful to everyone who answers my questions. I don't understand that much in automobiles so please, help me with this issiue. The deal is pending.

1) It has only heating system working(AC is off and I live in Florida) a new AC is probably going to run you $300, just drive with the windows down if you really have to
2) When the speed is more then 50 miles per hour the car starts to quiver a little bit. wheel alignment is more than likely what is needed
3) There is a problem with the turns-(sometimes you have to push the **** several times before light show up that you are turning it has to be fixed i really have no idea what your talking about here, so ya....clarify?
My honest opinion, offer him $1000, and see if he goes for it, fix the AC, get the wheel alignment, and after a year, you an probably get $1500 - $1700 easy for it.

I would go to a maximum of $1000 as it has problems. It depends on your agreement and car value.
