Default help timing '99 3.2

I've got a '99 3.2 and I had a water pump issue. I replaced the pump and changed the timing belt but can't get it to run right. I followed the instructions in the book, but still not right. I can get the crank pulley at the 3 o'clock position. The cam sprocket on the right cam bank (left side of the motor if facing the front of the car) I can't get to land on the timing mark on the valve cover. As I turn it clockwise, it clicks and pops as it should, but no matter how many times I spin it, I can't get it to stop naturally on the mark. I can get it to land a couple of teeth to the left or to the right, but not on. The right side however is fine. Any other suggestions on timing this thing?
