How many miles are on the Trooper? Sounds like a fuel problem.

any check engine lights? check fuel psi when fuel pumps go bad they loose volume you may can hear it humming but that doesnt tell you much, get a fuel psi gauge from local parts store with a long hose, tape it too your windshield an drive it until problem happens again.if fuel psi falls below 20_30psi while driving its not enough it need at least in the 40psi range.approx 38 at idle.clogged fuel filter also can cause low psi

also if fuel psi is good, clogged catlytic converters or converter, will cause a really bad power lose, you usaully notice the tone of the engine sounds different like somthing clogged inthe air box,you can have the pedal floored but the truck doesnt move over 20mph
