if the contact spring in the column has gone soft, it can make random contact due to the temp in the car. As the plastic housing and parts expand or contract it can be just enought to make contact. If it is cold out and the horn sounds use a hair dryer see if it still happens when it warms up.

I believe that part is called a clock spring - always be careful working around air bags

if i change the clock spring will the problem go away? or do i need to change the entire air bag? the problem persists when the car gets too hot or too cold

If you don't want the horn blasting, you could always pull the horn fuse or relay in the under-hood fuse box, until you get the problem figured out.
