'97 trooper 3.2L. Just started this morning it seems to drive fine but when I come to a stop or put into park or neutral the engine jumps to 2000-3000 rpm's. Shut it off for 15-20 mins and start it up and its fine, drive it then its starts again. Any ideas?

Could be a few things. Start from the bottom, check the throttel cabel, make sure it does not stick. Next take off the air intake, if the butterfly is wedged open by some sort of debris it will hold the RPM's up. That is what I would bet on. The other causes can be sensors, and computer. Has there been anything added to your intake? Any work done on the engine lately? Let us know how things go.

No nothing has been added to it. Its computer/sensor related. I have been turning the key to on and wait till all the lights and buzzers stop before I start it and doesent seem to do it. I figure when I do this the computer senses all is okay and no need to idle it up.

i know this is a little late but the Idle air controler is what controls Idle at stop and preload conditions I would start with testing there I do not have any books on newer troopers for testing of the iac and related parts.
