Default Emergency Brake - what gives?

1988 Isuzu Trooper. Disc brakes in the rear.

Parking brake is probably only working about 10%, which means, it's not working!

I get under the car, tighten it up, and it's still not working. If I tighten it too much, it becomes VERY difficult to pull, and even when I do, it still doesn't work!

I watched as my wife pulled the e-brake and I can see the springs move, I can even see the pads moving slightly to apply a BIT of pressure, but I can still easily turn the wheel...

When the brake pedal is pushed, they work fine. Anybody know what's going on?

hmm.. does that piston adjust both the e-brake AND the brake when I push the pedal? So are you basically saying I need to 'reset' it? I think it adjusts by turning it clockwise/counterclockwise, but I didn't try.
