99 trooper ac trouble
 

On my 99 trooper i hooked up manifold gauges now hi side is close to 200psi low side is 17.The clutch keeps kicking on and off factory low psi is between 20 and 40 i think.When i try to charge it the low side doesn't seem to go up but the hi side psi does.
