Newbie Here!Help!!! Crank timing pulley hitting oil pump

Let me start out by introducing myself, my name is Scott. I am a mechanic by trade and I have found there is no better way to find a solution to an awkward problem than to ask the people that are really familiar with the car on forums. My friends 98 Rodeo 2.2 timing belt snapped a month ago and he went and got it rebuilt. Well when he told me he was doing that, he also said he didnt strip the motor, just pulled it out and brought it to them. They gave it back with a box of parts(mostly all of the timing components). Well he got most of it put back together and couldn't get the timing marks to line up so he called for me to come over and have a look. When I got over there, he put the belt on right and when he went to turn it, he was using alot of force. I told him to stop and looked at all the pulleys and noticed the crank timing pulley was pushed right up against the oil pump:eek:!I pulled the belt and crank pulley and found a washer between the crank and pulley(thrust washer?) He had a break down of parts that the dealer gave him and it showed the washer was supposed to be there(214b in the picture). I rarely see Isuzu's in the shop. Is there something he is missing causing the pulley to hit the oil pump? Is that washer worn out? Is this a common problem? Thanks in advance for you guys help!

There is that washer number 8920233950(214B) and also another washer 8901560550(214A) that sits BEHIND the crank sprocket. Make sure both are there!
