95 rodeo v6 4x4 - not running right- seems to be on 5 cyl utill about 3000 rpm then it kinda kicks in- Now all of a sudden it wont even turn over and the volt meter is only reading 9 volts- even with a new battery- it has new starter- changed and checked fuses- i know it has an electrical issue because the headlamps dont always come on but cmon, now this_ I have decent home garage mechanic skills but this one is stumping me-

check ur alternator. Pull it out and do a bench test done to it.. Also check all your ground wires..

I agree with all the above suggestions however I don't believe these have a separate voltage regulator I believe it is in the alternator ( I might be wrong ) :) I would take the alternator to an auto parts store and have it checked.
Also check the ground wires they can cause some crazy problems themselves.

The miss could be coming from failing coil pack. When you get it running again if it still has the miss pull plug wire off the coil one at a time to find the cylinder with the miss.

You may have a bad Batt. lead causing this low volts, connect a jumper cable from neg. Batt. post to the engine block and the other one from the pos. Batt. to ever the lead goes, see if that brings volts up, then disconnect one at a time, check volts each time to find a bad cable. Or just replace with know good ones.

charge your battery up.. try to start the car... if you can... check the volts on the battery while the car is running... should be at least 14.8 volts.. sometimes 15.2 volts... if it is like 12 .. it's the alternator.. replace it...
