91 fuel mileage

I have a 91 rodeo and i think its suppose to get 17 - 22 MPG (highway). Im only getting about 12mpg. I can run about 275 miles on a full tank. It has about 219,000 miles on it. Is this a common problem any ideas?

My friend has a 93 and is getting 14 MPG. I have a 93 with a 2.6 engine and a 98 with the 3.1 i get 19 - 22 and have 200,000 miles on the V6.
