This content was designed more for the search bots than people. The same keyword policies applied to the H1, H2 and H3 tags that break down content and same as Link Building Websites that had built up unnatural looking “black hat” backlink profiles were penalized most heavily. On one front, many penalized website owners had used anchor text in their backlinks that monotonously and constantly matched their site URL .
