Recently purchased a 2001 trooper, 3.5lt. Getting about 17 mpg on highway. Is that the best this will do or can I improve it somehow?

Time for a basic tune up. Change your oil, air filter, fuel filter, and spark plugs. Make sure you get the proper gap on the plugs. This will give you much better mileage. Let us know how it goes when you do this.
