Not when the Student Pilot Certificate is issued by a FSDO. However, an FAA-designated pilot examiner is allowed to charge a reasonable fee for issuing Student Pilot Certificates, and executing the necessary reports. The FAA-authorized aviation medical examiner will charge a fee for the physical examination in connection with issuing the combination medical and Student Pilot Certificate.
