97 Hombre won’t run right

Need some help. My sister gave me her 1997 Hombre 2.2 w/MT & A/C. It was used to go back and forth to college for 4 years and basically nothing else. It has 15,000 original miles and still looks brand new. So I really want to get it back on the road. She said it ran great until she parked it for a few days and got in it and it wouldn't run right anymore. She had an arguement with her neighbor and thought maybe they poured something in the fuel tank. I drained the tank and put in fresh gas and changed the fuel filter, didn't help. Engine starts and runs but seems to have either a miss or lack of fuel. Won't go over 1500 rpm. No knocking or metal on metal noise. Compressin is good in all cyls. Changed spark plugs and checked spark in all cables. I tested PCV valve and it's good. When I removed the vac hose from the fuel pressure regulator a tiny drop of fuel squirted out but did't do that again. The eng runs as though the timing is severely retarded but it is distributorless and not adjustable. The SES light comes on shortly after starting. Any suggestions would be gratly appreciated.

check that all the plug wires are going to the right cylinders? coil wire, or coil? don't test the pcv valve, just replace it, it's like 3 dollars.

Sounds like you may have wires mixed. Could be an injector problem, if it sat for a long period of time gas begins to turn to sludge after 30 days, you can have blocked injectors, or a blocked fuel line allowin only a small amount of fuel through.
