98 amigo timing tensioner issues??

Hello Working on a 98 amigo 2.2.. broke timing belt, well its running now, and the issue im having is with the tensioner.. when it was running for the first time the tensioner was backing off well past the old belt mark, so i shut it off. pulled the tensioner tight again to the new mark, and it did the same thing.. after the 3rd of 4th try its now staying in the proper location..(new belt mark) its a new belt, idlers, water pump and tensioner.. new head as well.. its ran maybe 20 min and it hasn't moved yet. I am afraid to drive it at the moment.. is there something i did wrong? is it normal for this to do this? any suggestions?
I tightened up all pulleys to 18 foot lbs, its a gates kit..
Thanks

Don

A new timing belt will stretch. This is normal. The manual also says to rotate the engine by hand about 4 times while adjusting the tensioner. It takes time to settle and fit itself.
