Default 97 Rodeo 3.2 SOHC TIMING MARK ISSUES

My son's water pump went out so bad that the belt jumped a few teeth so was unable to align the timing marks before taking it off. From the research I have done it does not seem that the motor has to be at TDC to time it? Here is the issue I can position the crack pulley and the right cam pulley on the timing marks but the left bank is springing right past the mark can anyone tell me what I am doing wrong, this is driving me nuts.
